Please find below minutes from Clare PPN’s Plenary Meeting of October 12th 2020.

The attached files detail the preliminary findings of Clare PPN’s Wellbeing Vision Survey which were discussed at this meeting and the individual college discussions on same. All of these will be taken into account in the drafting of Wellbeing Vision Statements for County Clare and its four Municipal Districts. Members have been notified of further opportunities to discuss their vision for their Municipal Districts before drafting begins.

As part of our approach to the Climate and Biodiversity Crisis: Clare PPN seeks to work towards ‘An Organic Clare’ and to promote this idea in whatever forums, submissions or other opportunities we are engaged in. As part of this proposal Clare PPN should engage with Clare County Council about the lands under the guardianship of the Local Authority. This proposal was adopted.

Proposed by Cornelia Wahli:

Slim Your Bin Challenge – to Clare PPN itself, to Clare County Council and for promotion to the wider public. This proposal was discussed and Clare PPN staff agreed to take it on as an organisational approach when they return from remote working. The idea was not adopted formally as it however a commitment to come up with ways to promote and encourage this approach through Clare PPN was agreed on.

That Clare PPN undertake to contact councillors and the Local Authority to seek action on industrial waste at Aughnish on the Shannon Estuary. This was proposal was adopted. It was further proposed that Clare PPN should investigate the possibility of making a submission in respect of this to the Marine Spatial Plan process.

Clare PPN, and Clare County Council previously adopted positions indicating their opposition to any plans for shale gas extraction commonly known as ‘fracking’ on the Island of Ireland. Clare PPN as part of its policy work on the Climate and Biodiversity Crisis also previously adopted a motion of opposition to the proposed Shannon LNG Terminal. An agreement not to proceed with Shannon LNG formed part of the current programme for national government.  Theresa noted that Clare PPN should extend its position to include our opposition to the importation of fracked gas from any other jurisdiction or country. This proposal was adopted.

That Clare PPN should reaffirm its solidarity with the Traveller Community in Clare and nationally and our commitment to work against discrimination in our community and local services. That we should extend our sympathies once more to the families and friends of those whose lives were tragically lost in the Carrickmines fire five years ago.  This proposal was adopted.

Wanted: Two Great Environmental Secretariat Members…

Nominations are open for two voluntary positions on the Secretariat of Clare PPN until Wednesday, October 28th at 5PM.  The secretariat is a group of people elected from PPN member groups who manage the Public Participation Network in Clare on behalf of all its members.

The two vacancies are for Environmental College Representatives. We are looking for nominees to carry on their work of building Clare PPN into a thriving network which is inclusive and has the capacity to engage with all local government and national decision making bodies that affect the wellbeing of people’s lives in County Clare. Those nominated will sit on the Secretariat of Clare PPN for a three year term, and will be required to attend a minimum of six secretariat meetings per year as well as plenary meetings, training sessions and other events. They should expect to participate in a minimum of 12 PPN related meetings or events per year.  They will be involved in helping to make sure that Clare PPN is alert to and prioritises environmental sustainability in its submissions and throughout all its work.

Only groups who were members of the Environmental College of Clare PPN on or before October 12 are eligible to nominate candidates and vote in these elections.

Call for Nominations: Environmental College Representatives x 2

Each environmental Secretariat seat is open only for member groups of the Environmental College to nominate and elect. Nominees for this position must be members of an Environmental member group of Clare PPN and must be nominated by an Environmental member group of Clare PPN. Each environmental member group of Clare PPN can nominate one person for each of these two roles.

How to nominate a candidate:

Groups wishing to nominate a candidate(s) must seek the candidate’s consent first then must send us an email to admin@clareppn.ie with the following information on or before Wednesday October 28th at 5 pm:

-Name of Community Group.
-Name of proposed nominee(s).
-Contact details of proposed nominee (s)- phone and email.
-A short paragraph (up to 200 words) detailing the nominees’ suitability and experience for the role- this will be shared on social media and on our website in advance of voting.
-A digital photo of your nominee which we may share with our members and social media followers.
-Clare PPN will confirm receipt of nominations by email.

Elections will then be held by survey with online voting open until Wednesday, November 4th 2020 These surveys will be circulated to all eligible groups via our mailing list once nominations are complete. 

*Please note that irrespective of how many groups a person is a member of, no individual may vote more than once for any single position. No individual can hold more than one secretariat position.

The two PPN Representatives were the only ones attending via Zoom – but the main committee who were in the Council chamber could not be heard by us. They could hear us but we could neither see them nor hear them. The Chair or people giving the reports were summarising what people were saying. Despite our patience being tested to the maximum we did get taken notice – in fact we were given priority as they felt guilty.

I got to ask the questions about what graveyards were available to some of the 12% of Clare’s population who are not Christian. The answer was no graveyard facilities for them other than the same as everyone else. It was then suggested that this would be discussed in the forthcoming review.

Leonard Cleary told the meeting that I had offered Pro Sweeney’s video and it was agreed that this would be covered in the November meeting.  They asked to view it before the meeting. I am to ask for this from John Sweeney.

I noticed that the Community Funding was from March to September – this would not allow many environmental projects, due to the Habitats Directive.
