Notice of Clare PPN representative elections

The Clare PPN hereby gives notice of election for the following two representative positions:

  1. Clare PPN representative on the Clare Local Sports Partnership Board

This representative role is open to Clare PPN members from the Community and Voluntary pillar.

The Clare Local Sports Partnership (CLSP) was established in 2001 by the Irish Sports Council (ISC), now known as Sport Ireland (SI) as part of the Local Sports Partnership Initiative ‘A New Era for Sport’. This approach was the first national physical activity participation strategy funded through a dedicated state agency.  CLSP works with key stakeholders nationally and within the county, to target audiences and deliver specified activities and projects. The key target markets which have been the focus of development over the previous number of years include:

  • Women in Sport
  • Older Adults
  • People with Disabilities
  • School Children
  • Unemployed People
  • Disadvantaged Youths
  • Immigrant Communities

CLSP is governed by a board of directors and representatives of key agencies throughout the county including Clare Public Participation Network.  Representatives also individually sit on sub-committees with reporting functions to the board.

  1. Clare PPN representative on the Joint Policing Committee of Clare County Council

This representative role is open to all members of Clare PPN.

The purpose of the Joint Policing Committee (JPC) is to provide a forum where a local authority and An Garda Síochána, with the participation of Oireachtas members, local councillors and community interests, consult, discuss and make recommendations on matters affecting the policing of the local area in order to contribute to the improved safety and quality of life of the community.  We would particularly welcome nominations from groups involved with youths.

Functions of the JPC:

  • Serve as a forum for consultations, discussions and recommendations on policing and crime issues within local authority administrative areas
  • Review levels and patterns of crime and related underlying factors
  • Establish and coordinate Local Policing Fora

Election Rules and Process

  • Only groups who were members of Clare PPN on 26th October 2018 are eligible to vote in these elections.
  • No person can represent Clare PPN on more than one external committee or body.
  • Only groups who are members of the Community & Voluntary pillar may nominate or vote for the Clare Local Sports Partnership representative role (contact us if you are not sure)
  • Each member group may nominate one candidate and may cast one vote in the relevant election- it is each group’s named contact person’s responsibility to consult with their own members in regard to this.

 

How to nominate a candidate: 

Nominations are open from Monday 29th October to Friday 9th November at 5pm– no late nominations will be accepted.

Groups wishing to nominate a candidate must seek the person’s consent first and then must send us an email to admin@clareppn.ie with the following information:

  1. Name of Community Group.
  2. Position number for which they are nominating a candidate.
  3. Name of proposed nominee.
  4. Contact details of proposed nominee.
  5. A short paragraph (up to 200 words) detailing the nominees’ suitability and experience for the role- this will be shared on social media and on our website in advance of voting.
  6. A photo of your nominee which we may share with our members and social media followers.

 

What happens then?

  • Clare PPN will confirm receipt of nominations by email.
  • Following the close of nominations, Clare PPN will circulate details of candidates to our members and online and voting will be open until Sunday 18th November at 5pm.
  • The successful candidates will be informed immediately.
  • NB: Even if you have nominated a candidate you will still need to vote for them once voting opens to support their election.

There have been four Local Development Officers appointed: each one having their own Municipal District. 3 attended the meeting.

Public consultation on Draft Litter Management Plan

As part of the consultative process required under the Litter Pollution Acts 1997-2009, Clare County Council is seeking public participation in the drafting and development of the new Litter Management Plan 2019-2021.

A pre consultation process is commencing today, 24th September 2018, following presentation of a first draft to the Environment and Transportation SPC of Clare Co Council. Public participation in the consultation process is being sought through contact with the following:

– Environment and Transportation Strategic Policy Committee
– Members of Clare County Council
– Voluntary groups and organizations including Clare PPN
– Chambers of Commerce
– Clare Co Council staff

Clare PPN report from the Briefing on the Urban and Rural Regeneration Funds Wed, 5th September 2018

Report on briefing session on the Urban and Rural Regeneration Funds September 2018

Clare PPN Staff member Sarah Ferrigan attended a workshop last Wednesday 5th September aimed at organisations who intend to apply for funding under either the Urban or Rural Regeneration Funds.  Read her report below and see also the attached PDFS which were provided at the session.

Background: The Department of Housing, Planning and Local Government (DHPLG) together with Department of Rural and Community Development (DRCD) held a joint regional briefing in respect of both the Urban and Rural Regeneration Funds that were launched in July as part of Project Ireland 2040.  The briefing was intended to assist and inform bodies that may be considering making a bid for funding to either or both Funds, particularly now as bids are being formulated and questions arise.

Provision is made in the National Development Plan (NDP) for €2bn to 2027 for the urban fund and €1bn to 2027 for the rural fund, to support implementation of the National Planning Framework (NPF).

4 billion over 10 years for transformational projects

  • Urban Regional Development Fund (URDF) – 2 billion
  • Rural Regional Development Fund (RRDF) – 1 billion
  • Climate action fund – €500k
  • Disruptive Technologies fund – €500k

Category 1 – No minimum bid, shovel ready for 2019, consents & planning in place. Collaboration with bodies/organisations used to government funding as reporting and auditing requirement onerous.

Category 2 – €500,000 minimum bid, pipeline projects or project development with clear potential possibly leading to Category 1 bid in following year.

Urban Regional Development Fund (URDF)

  • Urban centres with population greater than 10,000
  • Towns with population between 2,500 and 10,000
  • administered by Department of Housing, Planning & Local Government
  • 2 billion to 2027
  • Supports National Planning Framework (NPF) and National Development Plan (NDP)
  • Ideally local authority led but with partners (community/private sectors)
  • Planning must be in place or in progress by the end of January 2019
  • Category 1 and 2 can be clustered to get to 10m.
  • 75% funding with matched of 25%

Rural Regional Development Fund (RRDF)

  • Rural town with population less than 2,500
  • Towns with population between 2,500 and 10,000
  • Administered by Department of Community & Rural Development
  • 1 billion to 2027 (initial €315 million 2019-2022)
  • Supports National Planning Framework (NPF)
  • Encourages collaboration ( with regard to capacity of partners)
  • Has a social and economic impact
  • Planning permission must be in place at time of contract
  • Towns can cluster projects into one application
  • Avoid duplication but can develop an existing project only if it could not have been done in another way
  • Land valuation can be used as matched funding
  • Up to 80% funding with at least 20% matched

*NOTE: A decision has yet to be made as to whether LEADER funding can be used as matched funding

  • RRDF 27th September
  • URDF 28th September

Followed by approvals in November and project commencement in January 2019.  Next call in mid – 2019

Q&A

High degree of competition locally? Organisations should work together to make a submission for their town and utilise each other’s expertise

Are closing dates flexible? This is a multi-year programme.   If you miss this round get ready for the next one.  They do not want to reallocate money from a project whose application was rushed and therefore unsustainable

Organisations often have no control over delays in planning/CPO’s/legal matters.  What happens if it drags on? As above it is a multi-year programme however if progress is being made by January 2019 it will be assessed.

Can applications be made for area based programmes within a city? Yes as long as it is a project that would not have occurred otherwise and must be concentrated in an area of the city that needs it the most.

What about housing? Can some projects be mixed use to include social housing? The fund is not for housing but to provide the infrastructure and amenities to be ready for new housing.

Can it be used to join up greenways? The greenway fund is separate and geographical areas need to come together to decide the viability of joining up greenways.

If an organisation has unspent money from funds awarded in 2017 can it be utilised as matched funding? It depends on who awarded the funding, what its purpose was and if you have permission.

Can land acquisition be part of expenditure? Yes

RRDF guidelines say that the project should be replicable? Great if easily replicable but not the be all and end all

Are funds already spent on a project allowed as expenditure in application? No, sunk cost are not allowed in application.

Clare Public Participation Network gives notice of its intention to conduct an election from among its membership for the following position which has become vacant:

Killaloe Municipal District Secretariat Member.

Clare PPN is managed by a board known as the Secretariat. This secretariat is responsible for running the Public Participation Network in Clare between plenary meetings where the member groups’ views and input are sought.

Clare PPN has two part time staff and an annual budget of €80,000 per year in funding which is provided by the Department of Rural and Community Development and Clare County Council.

The secretariat which is a flat structure meets four to six times per year with those meetings usually taking place in Ennis County Clare. The successful candidate will also be required to attend events and meetings organised by the PPN itself for the purposes of consulting with our member groups.

The ideal candidate will be a person who is well connected with community groups in the area and someone who has a genuine interest in increasing participation by local groups in Local Government Structures.
