Clare PPN representatives on the Clare Rural Development Forum
Following elections in December 2018 the following representatives were nominated to the Clare Rural Development Forum of Clare County Council, for the three pillars of Clare PPN; Social Inclusion, Environment and Community & Voluntary. We wish them the best of luck in their representative role and we are sure that they will be very effective given the huge experience and expertise they are bringing with them.
Social Inclusion rep – Elaine D’Alton
Elaine is the coordinator of the Clare Women’s Network, which is part of the National Collective of Community Based Women’s Networks (NCCWN) and offers support for women to enhance their quality of life on an individual and group basis especially women experiencing social and economic exclusion and isolation. She is committed to promoting and forwarding recommendations and guidance as identified by women in Clare on how best to address and rectify the obstacles and barriers to their full participation. She believes that representation specifically pertaining to the needs of women is imperative.
Environment rep – Anne Marie Harrington
Anne Marie Harrington brings lots of transferable skills from her career in advertising and marketing to the role of Environmental Rep for Clare PPN. She has lived in Clare for five years, and become very involved in local environmental issues. A former Clare Cool Planet Champion, she is also a founding member of Futureproof Clare, an organisation which aims to share new social and environmental ideas and build local resilience for these changing times. Futureproof Clare is also leading the local campaign against the building of Shannon LNG, a proposed fracked gas terminal in the Shannon Estuary.
Community & Voluntary rep – Neil O’Brien
Neil O Brien is from O’Callaghan’s Mills and has lived and worked all his life in rural Ireland. He is a small farmer and business owner and knows the struggles that rural businesses and rural dwellers face on a daily basis. From his business experience in the past and present, and voluntary work within organisations such as local GAA club and county committees in Clare GAA, Macra Na Feirme, IFA and other sports, social and music groups he will represent a voice for all groups and clubs within county Clare. He has enthusiasm and passion for our villages and towns and hope to see them grow once more.

Planning Consultation on the Clare Garda Divisional Policing Plan 2019
The Joint Policing Committee (JPC) provides a forum where a Clar County Council and An Garda Síochána, with the participation of Clare PPN, Oireachtas members, local councillors and community interests, consult, discuss and make recommendations on matters affecting the policing of the local area in order to contribute to the improved safety and quality of life of the community.
The functions of the JPC are to (a) serve as a forum for consultations, discussions and recommendations on policing and crime issues within local authority administrative areas, (b) review levels and patterns of crime and related underlying factors, and (c) establish and coordinate Local Policing Fora.

Clare Public Participation Network is delighted to announce two excellent candidates for the position of Clare PPN Community & Voluntary representative on the Clare Rural Development Forum. Voting is now open at: https://www.surveymonkey.com/r/MSTWDF7
- Voting is only open to Clare PPN Community & Voluntary member groups (if you are unsure about your group’s status please email admin@clareppn.ie).
- Each group has only one vote.

Neil O’Brien – O’Callaghan’s Mills GAA
Hi my name is Neil O Brien, I’m from O’Callaghans Mills a small village in the heart of East Clare. I’ve lived and worked all my life in rural Ireland. I’ve grown up in the O’Callaghans Mills parish and seen how emigration has hit home badly in our beautiful county Clare. I’m a small farmer and business owner. I know the struggles that rural businesses and rural dwellers face on a daily basis. Community and sporting groups are no different and face huge challenges with rural isolation and depopulation. From my business experience in the past and present, and my voluntary work within organisations with a diverse element, from my local GAA club and county committees in Clare GAA, Macra Na Feirme, IFA and other sports, social and music groups. I will represent a voice for all groups and clubs within county Clare. I have enthusiasm and passion for our villages and towns and hope to see them grow once more. Local communities groups are the life and sole of our towns and villages and we need them to flourish once again. Clare PPN is seeking nominations for three representatives to sit on Clare County Council’s Rural Development Forum.

The Rural Development Forum which meets three times per year is comprised of more than 40 representatives from organisations in County Clare. One of its key achievements so far has been the consultation and launch of Clare County Council’s Rural Development Strategy 2026 which can be read at the link below:

Clare PPN’s representatives on the Rural Development Forum will have the chance to discuss and influence policy decisions, projects and strategies for the development of County Clare and to network with the other 40 members of the forum. We are seeking energetic people for all three roles who are willing to play an active role in both the Rural Development Forum and in consulting and feeding back to Clare PPN’s member groups.
We are now seeking nominations from Clare PPN member groups for the relevant positions:
1 Clare PPN Environmental College Representative
2. Clare PPN Community and Voluntary College Representative
3. Clare PPN Social Inclusion College Representatives
All groups who are members of Clare PPN on December 4th 2018 can nominate one person for one of these positions. If you don’t know which ‘College’ your group is in please contact us at admin@clareppn.ie and we will check it for you.
Election Rules and Process
- Only groups who were members of Clare PPN on 4th December 2018 are eligible to vote in these elections.
- No individual can represent Clare PPN on more than one external committee or body.
- Only groups who are members of the particular college can nominate a candidate for that college’s seat.
- Each member group may nominate one candidate and may then cast one vote in the resultant election should we receive multiple nominations. It is each group’s named contact person’s responsibility to consult with their own members in regard to this.
How to nominate a candidate:
Nominations are open from December 5th 2018 until December 14th 2018
In the event of an election being necessary voting will be open from December 14th – December 21st.
The next meeting of the Rural Development Forum is January 15th 2019 and it is our intention to have representatives in place for that meeting.
Groups wishing to nominate a candidate must seek the person’s consent first and then must send us an email to admin@clareppn.ie with the following information:
- Name of Community Group.
- Position number for which they are nominating a candidate.
- Name of proposed nominee.
- Contact details of proposed nominee.
- A short paragraph (up to 200 words) detailing the nominees’ suitability and experience for the role- this will be shared on social media and on our website in advance of voting.
- A photo of your nominee which we may share with our members and social media followers.
What happens then?
- Clare PPN will confirm receipt of nominations by email.
- Following the close of nominations, Clare PPN will circulate details of candidates to our eligible members and online voting will be open for seven days.
- The successful candidates will be informed immediately.
- NB: Even if you have nominated a candidate you will still need to vote for them once voting opens to support their election.

The Clare Public Participation Plenary Meeting will take place in Glor Theatre on the 6th December 2018 at 7pm
All member groups are invited to attend Clare PPN’s second plenary meeting of 2018. The event is also open to the general public and for anyone who wants to learn more about Clare PPN. The purpose of our plenary meeting is to ensure that members of Clare PPN are consulted and have a chance to identify their priorities for Clare PPN’s work programme for the year ahead. Clare PPN will also be using this plenary meeting to report on the year to date and to celebrate the great work done by our members and representatives. We would love to see as many groups as possible taking the time to attend our plenary meeting.
