Healthy Clare Strategy was discussed – Steering group has been established, consultations are ongoing and interim report due in May. 3. Local Economic an Community Plan was discussed – Progress reports are being inputted onto System and currently trying to standardise these. 4. Will be carrying out a longitudinal survey on health, wellbeing and quality of life in the county – will be looking at health of county, material deprivation in the county (living conditions + income), socio-economic profile of jobless households, rural transport

The results of the recent Clare PPN Representatives elections were revealed at our plenary meeting on 14th June 2018
Congratulations to Ann Marie Flanagan who has been elected to represent the Social Inclusion Groups of Clare PPN on Clare County Council’s Local Community Development Committee.
Congratulations also to Trudy Leyden who has been elected to represent the Community and Voluntary Groups of Clare PPN on Clare County Council’s Social Development Strategic Policy Committee which deals with housing culture and sports.
We thank all the candidates who stood for election and everyone who voted and we look forward to working with both newly elected representatives.

Aim of the Local Community Development Committee (LCDC):
- Have primary responsibility for co-ordination, governance, planning and oversight of local development spend, whether that spend is delivered by local authorities or on behalf of the state by other local development agencies and structures
- Bring a more coherent approach to the implementation of local and community development programmes and interventions, seeking to ensure an integrated approach to local community and local development services between providers and delivery structures
- Drive meaningful citizen and community engagement in the scoping, planning, delivery and evaluation of local and community development programmes
- Ensure a more efficient administration of local and community programmes and delivery structures, the appropriate matching of resources to priorities and the achievement of value-for-money in the delivery and governance of programmes and the management of local delivery arrangements
- Develop approaches that focus on learning and feedback, enhancing the links between practice and policy development, and
- Explore and pursue opportunities for additional funding resources for the area, whether Exchequer, EU, private or other sources
Elaine D’Alton
The Clare Women’s Network is part of the National Collective of Community Based Women’s Networks (NCCWN) and offers support for women to enhance their quality of life on an individual and group basis especially women experiencing social and economic exclusion and isolation.
I am the Project Coordinator of the Clare Women’s Network and have been nominated by CWN to go forward as the representative to LCDC. I have worked across many issues relating to feminism and gender equality in my twenty five years of experience of working within a community development setting in a variety of roles.
I am committed to addressing the many issues facing women in today’s political, social, economic and cultural landscape. I am committed to promoting and forwarding recommendations and guidance as identified by women in Clare on how best to address and rectify the obstacles and barriers to their full participation. I believe representation specifically pertaining to the needs of women is an imperative
If you haven’t already committed your vote to a particular candidate, I ask you to bring this note to the attention of your group and give consideration to casting your vote for me. It is my intention, if elected to the secretariat, to use the Clare Public Participation Network as a vehicle to bring the concerns of women’s and other marginalised groups in the county to the forefront of the local and national policy debate.

Ann Marie Flanagan
Ann Marie is Regional Development Officer with Shine: supporting people affected by mental ill-health.
She has a Masters in Partnership studies, post grad in human services management & community development.
She is person centred and solution focused in family therapy counselling and is a regular contributor to policy discourse and publications on the rights of disabled women and men, gender and equality.
Most recently Ann Marie led a national petition and representation to government to ratify the UN Convention on the Rights of Persons with Disabilities.
She is active locally and nationally on social justice and environmental protection issues and contested two local elections.
Karen Wise
I am 44 years old and have lived in County Clare for the last 24 years.
I have been a disability rights campaigner for some 25 years now. I have been a party to and represented rights of people with Disabilities in courts and tribunals. In doing so I have developed a strong network of contacts within the sector.
I am the current chair of the board of the National Council of People with Disabilities.
I have been a director of multiple Charitable and community co-operatives (many Companies Limited by Guarantee) for well over 24 years. I was the first Honorary Secretary of Caring for Carers Ireland and as such drafted and edited the first aims and objectives. I have been member of the Physical and sensory disability Co-Ordination committee of the then Mid-Western Health Board.
I have been on a National Disability Authority committee on standards and trained in social skills, disability, equality training and group working skills. I have also trained in Business Management and Administration, Company Law directorship, GDPR.

Clare Public Participation Network Statement: Date: 17/10/2017
Clare PPN calls for emergency plan to be put in place for roadside-dwelling Travellers during weather alerts.
Clare Public Participation Network’s Social Inclusion Representatives commend Clare County Council and the county’s emergency services for their swift actions and clear and frequent updates during the status red weather alert which accompanied ex hurricane Ophelia on the 15th of October. It came to the representatives’ attention however that there had been no provisions made to ensure the safety of the members of the Traveller community who live on the roadside in temporary dwellings. People contacting the Council’s emergency number were advised that no plan was in place for roadside dwelling Travellers and that they should ‘stay put’ until the storm abated. Clare PPN calls on the Council management and on elected representatives to ensure that a contingency plan is immediately put in place for any future such weather events which would at a minimum offer temporary secure shelter to all of those who need it. Clare PPN’s Social Inclusion Representatives are concerned that a failure to do this could result in injuries or fatalities which could be prevented by advance planning and so it calls on all those responsible to take action before the winter sets in fully.

Clare Public Participation Network Submission to the Citizen’s Assembly
on the Issue
‘How can the state make Ireland a leader at tackling climate change?’
11th August 2017
Clare Public Participation Network wishes to make the following submission for consideration by the Citizen’s Assembly:
Leadership: Clare PPN calls for strong leadership from all levels of government to ensure that every department’s actions, and every piece of legislation passed is climate proofed. Further to this we call on the government to ensure no further licences for fossil fuel exploration are granted in Ireland’s territory. Clare PPN calls for every measure that is introduced to be poverty proofed and for mitigating steps to be taken if and when steps designed to tackle climate change have a negative effect on people’s socio economic status.
Climate Positive Communities Fund: Clare PPN wishes to suggest that the national government should pilot a programme where it rewards communities and individuals who come up with ways to reduce Ireland’s carbon footprint, to generate clean energy or to move towards food sovereignty in their own communities or in the country as a whole. Clare PPN suggests that a national organisation employing people with the expertise to evaluate the climate impact of each proposal should be set up and should have the dual role of working to remove any barriers that exist for effective community action and of determining level of financial reward that each project merits. Clare PPN notes that based on current targets the Irish state will be liable for significant financial penalties for failing to meet its climate targets and suggests that the funding spent on a national programme such as the one suggested above would have the potential, if successful to reduce our exposure to such fines and to increase participation by the public in tackling climate change. This suggestion would ensure that Ireland could help become a leader in tackling climate change by harnessing the power, creativity, local knowledge and resourcefulness that are features of every townland and village in Ireland.
Community Participation: Clare PPN calls on the government to radically alter how public consultations are conducted. In line with the Aarhus Convention it calls on the government to adopt policies and commit resources to ensuring that communities are engaged in decision making, planning, ownership, and ongoing management of any clean energy projects that are proposed in their areas. This approach should be followed in regard to all natural resources with particular reference to seaweed harvesting which appears likely to experience increased interest from private companies given recent findings that it may contribute to lessening climate impact from cattle farming. Clare PPN wishes to stress that communities should be engaged from the conception stage in any project such as wind, wave or solar energy. Further to this communities must be resourced and supported to consider themselves as energy producers rather than only consumers. This requires significant action to ensure that micro producers of energy are able to efficiently and effectively sell any excess energy produced to the grid and able to access energy from the national grid. It is imperative than any blocks to this process or to communities becoming sustainable energy communities are removed. Clare PPN would like to call for the removal of prohibitions on Virtual Private Networks as these restrictions prevent collaborative approaches to sustainable energy generation for small groups or clusters where this may otherwise be an option.
Infrastructure: Clare PPN is based in a rural, agricultural county, parts of which are dependent on tourism for its sustainability. Clare PPN calls for more supports for environmentally sound tourism practices, for significant investment in environmentally sustainable public transport within the county and for support for innovative, sustainable land use including forestry. Clare PPN notes the existence of successful Community Supported Agriculture projects in Clare and wishes to commend and recommend these as models which could be developed and which are worthy of support. Clare PPN also notes the existence of wetland regeneration projects in County Clare and calls for these to be supported. Clare PPN also recognises the very successful Clare Bus company and call for additional support for them in their moves to become more sustainable, particularly in the area of EV based public transport. Clare PPN calls for a national and local programme of financial and administrative support for individuals and businesses to become self-sufficient in energy needs.
