Máirtín Ó Tuairisg was introduced to the committee as the replacement of West Regional Development Officer. Two positions were vacant on the Flag West Board. 1. South Connamara 2. Galway PPN. There was a conservation that the uptake of fishing as a working lifestyle by young people was very little.It was predicted that 10 years from now many of the under 12m vessels that are now fishing will be gone! Other members stated that this was not isolated to one area of the country. This led to the question how can FLAG benefit the inshore fishermen/sector directly? There was a consensus within the board that there was a lack/gap in the sector as regards providing an internationally recognised certification, for example Deck Hand. The international Convention on Standards of Training, Certification. and watch keeping for Seafarers or STCW was suggested.It was added that when the off-shore wind energy sector escalates in Irish waters Irish Seafarers will not be qualified to operate on the service vessels.

Eoin Nee manager of Comharchumann Sliogéisc Chonamara Teo was recommended,seconded and Chair to write to Eoin Nee. Chairman has contacted Galway PPN and received response, at the time no-one had been nominated.To follow up. Chairman and rep from Bim to establish a group to discuss the possibilities and types of certification required for Irish seafarers to be able to service vessels in the wind energy sector in the future.

Public Consultation on the Draft National Marine Planning Framework

Public Consultation on the Draft National Marine Planning Framework

Ministers Eoghan Murphy and Damien English have published the Draft National Marine Planning Framework (NMPF) for public consultation.

The Draft NMPF is Ireland’s first marine planning framework and it applies to a broad range of marine activities including aquaculture, offshore renewable energy, sea fisheries and tourism. It provides a long-term framework for effective management of marine activities and more sustainable use of our marine resources. It is intended to enable Government to set a clear direction for managing our seas, clarify objectives and priorities, and direct decision makers, users and stakeholders towards more strategic, plan-led and efficient use of marine resources.

 

The NMPF will inform decisions about current and future development of the maritime area, aiming to integrate various sectoral needs within the three overarching pillars of forward planning (economic, environmental and social).

In broad terms the Draft NMPF is based around:

  1. Marine planning objectives
  2. Marine planning policies, and
  3. Supporting actions required to achieve (1) and (2) above.

The plan does not set out a hierarchy of activities. It does, however, set out supporting policies in respect of aquaculture, defence, energy, fisheries, mining and aggregates, ports harbours & shipping, telecommunications cables, tourism, safety at sea, sport & recreation, and waste-water treatment and disposal.

The Department invites submissions on the Draft NMPF (available to view and download here: draft_national_marine_planning_framework_final ).

The consultation period closes at 12:00 noon on 28th February 2020.  You can make a submission by email to the following address  msp@housing.gov.ie

The coordinator informed the meeting that successful projects from tranche 1 were awaiting letters of offer, but it was more than likely there would be a ministerial announcement to that effect. There were a total of 22 projects approved with grant aid of €14600 and a total investment of €246543. There are 24 projects before the board for assessment with grant aid of €319908 with a total investment of €589979.

Fáilte Ireland Representation: Michael Fitzsimons has intimated that he cannot attend meetings in the future as has been transferred to another section in Fáilte Ireland. Coordinator will contact FI with a view to nominate representative to the Board. Local Action Groups representation: The term of Comhar na nOileán on the Board has come to an end and Clare LDC will be requested to nominate a representative the Board Galway Offshore Islands representation: Paddy Crowe has stepped down as manager of Comhar Caomhan and as per agreement with the Galway off shore islands the next representative on the Board will be from Inis Mór.. The Coordinator is to request that Comharchumann Forbartha Árann nominate Cathy Ní Ghoill to the Board.
